The family of Julie Van Espen have written an open letter in which they condemn what they say is negligence on the part of the Justice Department. It was this negligence that they believe led to the man that killed 23-year-old Julie being allowed to roam to streets a free man despite having two rape convictions and having been sentenced to 4-years imprisonment.
