Half of all De Lijn fines are never paid

Half the fare dodging fines issued by the Flemish transport company De Lijn are never paid.  This means the company is losing out on 3.5 million euros every year.  In the big cities around half of all passengers don’t possess a valid ticket.  The number of fines doubled in the past 4 years but getting hold of the cash when somebody fails to pay is a terribly long procedure involving a bailiff and payment plan.
